In the Lister region in the southern part of Norway, attempts are currently being made to facilitate for a green shift. The paper discusses two different approaches towards such a challenge. The first is procedural, where success or failure hinges on the methods applied in the effort to convince locals to incorporate climate considerations. The alternative is to reflect upon how a green ideology blends into pre-existing ideological elements in the region. It is claimed that an important reason for the failure so far to place the environment at the core of regional development, is that too much emphasis has been put on the first approach, on procedure and dialogue, whereas few efforts have been made to understand the structure of the discursive terrain in the region. What prevents a green shift has less to do with methods and is more connected to the dominance of a logic of economic growth and the fact that locals are confident that nature is already dealt with in a sensible manner. The conclusion is that we need to understand what people are concerned about and what prevents them to change, before we start telling them how to think and do development. 相似文献

水环境系统脆弱性是水资源利用与生态环境研究的热点问题,通过研究水环境系统的内在机理,综合考虑影响水环境系统脆弱性的资源、环境、经济、社会等因素,借助驱动力-压力-状态-影响-响应-管理(DPSIRM)框架构建水环境系统脆弱性评价指标体系。在此基础上,构建基于变权灰色云模型的评价方法,对2004~2014年江苏省水环境系统脆弱性进行评价。结果表明:2004~2014年水环境系统脆弱性指数由47.056提高到63.210,脆弱性等级由“重度脆弱”演化为“中度脆弱”,并长期维持在“中度脆弱的”等级,2014年出现了向“轻度脆弱”状态转变的趋势。分析各个子系统对水环境系统脆弱性影响程度可知,影响子系统和响应子系统对江苏省水环境脆弱性系统的影响程度逐年增加;而压力子系统和管理子系统对水环境系统脆弱性的影响程度逐年下降;其它子系统对水环境系统脆弱性的影响维持在一定水平小幅度波动。 相似文献

为了研究高温高压条件下煤孔隙结构变化对瓦斯吸附特性的影响,选取九里山矿无烟煤,在压力为7 MPa、温度为40~130℃的条件下进行等温吸附实验和压汞实验。研究结果表明:煤样对甲烷的等温吸附曲线在该压力、温度条件下符合Ⅰ型吸附曲线特性,吸附规律符合Langmuir吸附模型;在压力7 MPa和温度130℃条件下,煤样的孔隙结构发生一定的变化,煤的比表面积增大、累计孔体积降低,可见孔及裂隙的数量比例增高,加强了煤样孔隙之间的连通度,导致原本吸附在煤样表面的甲烷分子大量解吸;在压力不变的情况下,随着温度的不断增高,煤的极限吸附量逐渐减小,其主要原因是样品孔隙结构的破坏和分子间作用力的变化。 相似文献

为了完善现有煤与瓦斯共采技术,创新煤与瓦斯共采方法,对错层位巷道布置下的煤与瓦斯共采系统展开研究,利用相似模拟试验,分析错层位巷道布置覆岩运动情况,预测其开采围岩裂隙发育和瓦斯运移形式,提出了创新煤与瓦斯共采技术构想。研究结果表明:采空区覆岩三带高度随接续工作面的增加而增大,相邻采空区垮落矸石压实区呈现“O-L-O”形变化,多个相邻采空区覆岩出现大“O”形圈裂隙带;相邻采空区内瓦斯可实现相互运移,大“O”形圈裂隙带内赋存大量瓦斯气体;研究提出了地面钻井抽采瓦斯、走向高位瓦斯抽采巷和外错尾巷穿层钻孔3种煤与瓦斯共采技术,比传统巷道布置情况下的煤与瓦斯共采技术在安全、经济等方面更具优势。 相似文献

The materiality of digital communication inflicts substantial environmental damage: the extraction of resources needed to produce digital devices; the toxicity of e-waste; and the rapidly increasing energy demands required to sustain data generated by digital communication. This damage, however, is paradoxically under-theorized in scholarship on environmental sustainability. Despite the existing critique of the “techno-fix” approach in sustainability studies, digitization – and digital communication in particular – continue to be celebrated as the tool for environmental sustainability; an approach we coin “digital solutionism.” The article presents the first systematic review of the literature to map the implicit assumptions about the relationships between digital communications and environmental sustainability, in order to examine how digital solutionism manifests, and why it persists. We propose a concept matrix that identifies the key blind spots with regards to environmental damages of the digital, and call for a paradigmatic shift in environmental sustainability studies. An agenda for future research is put forward that advocates for the following: (1) a systematic account of material damages of devices, platforms and data systems adopted into sustainability research and practice, resulting in changes in both research framing and methodological foundations; (2) a reconceptualization and denaturalization of the digital itself as a promising solution; (3) a theoretical dialogue between sustainability studies and environmental communication. The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Conservation conflicts are gaining importance in contemporary conservation scholarship such that conservation may have entered a conflict hype. We attempted to uncover and deconstruct the normative assumptions behind such studies by raising several questions: what are conservation conflicts, what justifies the attention they receive, do conservation-conflict studies limit wildlife conservation, is scientific knowledge stacked against wildlife in conservation conflicts, do conservation-conflict studies adopt a specific view of democracy, can laws be used to force conservation outcomes, why is flexibility needed in managing conservation conflicts, can conservation conflicts be managed by promoting tolerance, and who needs to compromise in conservation conflicts? We suggest that many of the intellectual premises in the field may defang conservation and prevent it from truly addressing the current conservation crisis as it accelerates. By framing conservation conflicts as conflicts between people about wildlife or nature, the field insidiously transfers guilt, whereby human activities are no longer blamed for causing species decline and extinctions but conservation is instead blamed for causing social conflicts. When the focus is on mitigating social conflicts without limiting in any powerful way human activities damaging to nature, conservation-conflict studies risk keeping conservation within the limits of human activities, instead of keeping human activities within the limits of nature. For conservation to successfully stop the biodiversity crisis, we suggest the alternative goal of recognizing nature's right to existence to maintenance of ecological functions and evolutionary processes. Nature being a rights bearer or legal person would imply its needs must be explicitly taken into account in conflict adjudication. If, even in conservation, nature's interests come second to human interests, it may be no surprise that conservation cannot succeed. 相似文献
